Seriously, you're complaining that some people take advantage of something that is available to everyone? That's like complaining about not getting a free burger because you don't go to that burger place. You're talking nonsense.

Also, if everyone with high rated and skilled drivers are in the same few series that means other drivers are getting higher results in other series, offsetting the payments with higher winnings they wouldn't get if higher-skilled drivers were in those series.

There is no 'skillful driving' in this game. It's a math and probability machine. You can't do anything but play the system and hope for the best and it is IDENTICAL for all players and drivers. Complaining because some people get more out of the system than you do is silly. I guess you just want everyone to have exactly the same drivers all the way through? Right now everyone has exactly the same opportunity, whether they take it or not shouldn't be up to the game, that's literally the only thing left for the players to do...
