Reflexes or Reactions??

Yes reflexes are a physical attribute...unfortunately there is no reflex skill in this game. I am going to assume you are actually referring to 'reactions'. Reactions are not just a physical skill, it is your ability to perceive, analyse and decide how to react to that situation, followed by your physical reaction. This is mostly a mental attribute.

When considered in your terms for an athlete. Yes there are ways to make yourself physically move quicker. Strength to weight ratio is one, increasing fast twitch muscle fibers over many years of training is another. However the reason we, as athletes, train repetition is so that our brains can recognize the situation and create a response more effectively. This is commonly (and often mistakenly) referred to as 'muscle memory'.

So while I agree that if there was a 'skill' called reflexes it would be a physical skill the skill 'reactions' as it is in this game imo is in the right place.
