Most notical is move of Lucas de Saint-Germain from Williams to Red Bull. Red Bull's current driver Alexey Miller (RUS) has no seat for season 29 as only Ferrari didn't sign their drivers yet.

Season 29 will require new engines from all teams, as engine rules will be changed. That change could mix-up the order.
